    Group Partners NDDC to Mark Int’l Women’s Day in C/River Focusing on Health, Empowerment

    The International Women’s Day celebration took place on August 22, 2024, in Calabar, Cross River state, organized by the Adanne Eneka Empowerment Initiative with the support of the Niger Delta Development Commission (NDDC). The event, which focused on women’s health and empowerment, highlighted the importance of this global day in advocating for gender equality and celebrating women’s achievements NEGROIDHAVEN has garnered.

Her presentation covered a range of issues, including the lower life expectancy of women in West Africa, the prevalence of heart conditions, and the critical need for early detection and treatment of cancers such as cervical and breast cancer.     Dr. Archibong called for a greater focus on women’s health, particularly in managing non-communicable diseases like hypertension, cardiovascular disease, diabetes, and obesity. She also addressed reproductive health, mental health issues such as anxiety and depression, and other important topics like menopause, violence against women, sexually transmitted diseases (STDs), pregnancy-related disorders, and arthritis. Additionally, she stressed the importance of regular medical check-ups, including pap smears for cervical cancer, monitoring sugar and cholesterol levels, testing for STDs like HIV/AIDS, and eye exams for conditions like glaucoma.

    The presentation also highlighted the benefits of exclusive breastfeeding, not only for infant health but also for reducing the risk of breast cancer in women. Dr. Archibong urged women to maintain a healthy lifestyle that includes regular exercise, a balanced diet, stress management, and avoiding harmful habits like alcohol and tobacco consumption.

    The event also featured an entertainment segment, providing a lighter atmosphere amid the day’s serious discussions. Attendees were offered health checks by medical personnel, who assessed blood pressure, glucose levels, pulse, heart rate, and oxygen levels—providing immediate health insights to those present.

    In his closing remarks, Chief Dr. Daniel Ajunwa, the Cross River State NDDC Director, praised the efforts of the organizers and participants.     CROSS RIVER STATE GOVERNMENT LAUNCHES STATE DEVELOPMENT PLAN

    In line with his resolve to provide a roadmap for the fulfillment of the collective aspirations of the people of Cross River State, the Governor, Senator Prince Bassey Otu launched the State Development Plan(SDP) on Thursday, 15th August, 2024, at the Metropolitan Hotel, Calabar.

    In his keynote address at the occasion, His Excellency, Senator Prince Bassey Otu, who was represented by the Deputy Governor, Hon. Peter Odey, reiterated the resolve of his administration to tackle the high incidence of poverty, unemployment, infrastructural deficit and other forms of human deprivations that have hindered the State’s development initiatives in the past.

    Otu seized the opportunity to commend the various development partners, particularly UNICEF that had agreed in 2023 to support the Cross River State Government in the formulation of a holistic and comprehensive 10-year development plan, spanning the period 2024-2033.

    Also commended were the management and staff of the State Planning Commission for their great sense of duty and proactive efforts in coordinating the entire process of the SDP.

    “As a State government, our administration is committed to formulating people-oriented policies and programmes that will promote better living conditions for the citizens”.

    Earlier in his welcome address, the Chairman/CEO of the State Planning Commission, Dr. Bong Duke, said the event is another milestone in the collective and well coordinated efforts in broadening development outreach and impact through the launching of the 2024-2033 State Development Plan which is supported by UNICEF Nigeria.

    Dr. Bong Duke added that the development plan is geared towards reinforcing social protection to enhance the welfare of vulnerable and marginalized persons, while providing them with the opportunity to enjoy basic quality services that will add credence to development at the grassroots.

    Goodwill messages were presented by representatives of development partners like WHO, UNHCR, UNICEF, CSO, heads of international bodies and organizations.

    Dignitaries who graced the launch were members of the Cross River State Executive Council, Permanent Secretaries, Directors-General, Heads of Local Government Administration, the UNICEF Chief of Field Office and other team members.

    DEVELOPING STORY: Henss Asset Company Drags C/River Gov’t to Court over State Library N670M Contract

    Governor Bassey Edet Otu’s administration is currently facing charges for failing to adhere to a contract agreement with Henss Asset Company Nigeria Limited regarding the renovation and remodelling of the Cross River State Library Complex NEGROIDHAVEN has confirmed.

    According to documents obtained by our correspondent, the Cross River State Government, led by Governor Otu, engaged Henss Asset Company Nigeria Limited to renovate and remodel the dilapidated State Library Complex in Calabar the state capital metropolis, located behind Millennium Park. The contract was awarded for N670,424,703.35 (six hundred and seventy million, four hundred and twenty-four thousand, seven hundred and three naira, thirty-five Kobo).

    The contract payment structure was outlined as follows:

    Mobilization Fee: 30% of the total contract sum, amounting to N201,127,411.00 (two hundred and one million, one hundred and twenty-seven thousand, four hundred and Eleven Naira).

    During Execution: 50% of the contract sum, amounting to N335,212,351.67 (Three Hundred and Thirty-Five Million, Two Hundred and Twelve Thousand, Three Hundred and Fifty-One Naira, Sixty-Seven Kobo), payable upon presentation of an interim payment certificate.

    Completion Fee: 15% of the contract sum, amounting to N100,563,705.50 (One Hundred Million, Five Hundred and Sixty-Three Thousand, and Five Naira, Fifty Kobo).

    According to a statement by the management of Henss Asset Company Nigeria Limited, the company began work on the site in December 2023.

    In February 2024, the government paid the contractor the sum of N164 million 2024 as the 30% Mobilisation fee instead of N200 million. It was later realised that about N36 million was deducted from the N200 million mobilization fee as taxes.

    The management added that in April 2024, the state government had expected that the project will be completed and commissioned in 29th May which the contractor pointed as impossible due to delay in payment by the government and is not the agreed project delivery timeline. In April 2024, the government terminated the contractors’ contract, claiming that they could not meet the commissioning date of 29 May, 2024.

    The management of Henss Asset Company Nigeria Limited argued that the slow pace of the job was due to the late release and paucity of funds by the government. Having tried to resolve the matter amicably with the government, all efforts proved abortive as the state Ministry of Special Duties took over the project, and the state governor secured executive council approval to increase the contract sum.

    This prompted the contractor to take legal action against the administration.

     

    Court Intervention

    The contractor seeks that the court remedy the matter by ordering the Cross River State government to pay the contractor for the work already done in the library and also pay the damages accrued.

    On 6th May 2024, the Cross River State High Court issued an order that both parties should maintain the status quo pending the hearing and determination of the matter. This judicial directive was intended to prevent any actions that could alter the subject matter of the dispute and ensure that the legal process could proceed fairly.

     

    Alleged Violation of Court Order

    Despite the standing court order, the administration of Governor Otu has continued the renovation project through the Ministry of Special Duties. This continuation of work has been deemed a clear violation of the court’s directive. By proceeding with the renovation, the administration is accused of undermining the authority of the court and disrupting the legal process.

    According to sources, the standing order to maintain the status quo is crucial for preserving the integrity of the legal proceedings. It aimed to prevent any irreversible changes that could prejudice the parties involved. The administration’s disregard for this order raises concerns about respect for the judicial system and the rule of law.

     

    Delays in Legal Proceedings

    In addition to violating the court order, the state government has repeatedly delayed filing its claims and processes in court. These delays have resulted in numerous adjournments, significantly hindering the timely resolution of the case. The contractor, Henss Asset Company Nigeria Limited, has expressed concerns about the impact of these delays on the case, emphasizing the need for a swift and fair judicial process.

     

    Impact on the Contractor

    The contractor is particularly worried about how these issues might affect the final resolution of the dispute. The continuation of the renovation project and the delays in court proceedings could potentially lead to irreversible changes, complicating the situation further. Henss Asset Company is now seeking payment of the monies owed and damages for the breach of contract. It is imperative that the judicial process is respected and allowed to proceed without interference to ensure a balanced and unbiased resolution.

     

    Conclusion

    According to a source familiar with the development but not authorized to speak on the matter, the ongoing renovation, despite a court order to halt, and the delays in legal processes underscore the tensions and complexities of the case. The contractor’s work was halted in April 2024 under the pretext that progress was slow and that the library was meant to be commissioned by May 29, 2024. However, the library has yet to be commissioned, and the governor has sought EXCO approval to increase the contract sum by another N600 million and awarded it to another contractor.

    RESOLUTIONS OF THE 7TH MEETING OF THE CROSS RIVER STATE EXECUTIVE COUNCIL HELD ON WEDNESDAY, 7TH AUGUST, 2024 AT THE COUNCIL OF CHIEFS CHAMBERS, CALABAR.

    PREAMBLE:

    The 7th Meeting of the Cross River State Executive Council for 2024 was presided over by His Excellency, Senator Prince Bassey Edet Otu, the Executive Governor of Cross River State and was attended by the Deputy Governor, His Excellency, Rt. Hon. Peter Odey, Honourable Commissioners as well as other Members of the State Executive Council.

    Welcoming the members in his remarks, Governor Otu expressed his depth of gratitude to the entire residents of the State for the peace, calm and understanding while shunning the on-going nationwide protest to #EndBadGovernance.

    Governor Otu restated his commitment of being in a hurry to chart a new course for the people, particularly in roads infrastructure with emphasis on network of roads in Akamkpa, Yala and Boki LGAs in the next phase while Schools’ renovations will also be given top priority as well as full operations of the State Scholarship Board.

    The Governor announced the lifting of the ban on employment in the State with the approval of additional 2000 Staff to be added immediately to the State Workforce and praised residents of the State who are now willingly paying their taxes on their own which has helped to raise last month’s State IGR to ₦6.3 Billion, adding that this confidence and trust from the citizenry is an affirmation that Government is using their money well.

    Governor Otu commended members of the EXCO, the Speaker and members of the Cross River State House of Assembly, Security Agencies and other Stakeholders for the synergy and massive support, concluding that all these efforts put together have left the State far better within the period.

    After exhaustive consideration of some Memos brought before Council, EXCO approved and ratified the following:

    1. The Procurement of digital Printing Machines and Accessories for the Cross River State Government Printing Press

    2. The comprehensive rehabilitation of the Old Residency Museum and the Museum Kitchen in Calabar

    3. Ratified the Governor’s approval of the sum of ₦3,554,642,584.46 only as Cross River State counterpart Fund for the 2024 Federal Government Statutory Allocation for UBEC Matching Grants to the State.

    4. Approved the Executive Order No. 1 of 2024 for the Protection of Mining Communities Against Insecurity, Exploitation and Collection of Surface Rents from Mining Entities.

    6. Approved the payment of USD100,000,000 as Seed Fund for the Expression of Interest in the Immunization Plus and Malaria Progress for Accelerating coverage and Transformation Services Impact Project.

    7. Approval for the release of ₦200 Million as part of payment to Land Owners along Odukpani Junction -Itu Road being balance of the total ₦400 Million earlier approved for the same Project.

    8. The payment of ₦200 Million Basic Health Care Provision Fund in the State.

    9. Ratification of the release of the sum of ₦450 Million only as counterpart Fund for Nigeria For Women Project(NFWP) to enable the offial take-off of the project.

    10. Approved the adoption of the draft Bill for the amendment of the Cross River State Roads Maintenance Agency Law No. 5 of 2009

    11. Finally, Council also approved the Draft Bill for a Law to Amend the Cross River State Audit Law No. 8 of 2021.

    Tuberculosis (TB) continues to pose a serious health threat in Cross River state, where four lives are lost daily to this preventable and treatable disease. In light of this crisis, the Centre for Healthcare Development and Research Initiative (CHEDRES), under the leadership of Executive Director Felix Ukam Ngwu, has intensified advocacy efforts to secure the release of funds already allocated for TB control and to push for increased budgetary allocations. This report highlights the recent advocacy visit to the 10th Cross River State House of Assembly, the policy brief presented during the visit, and the commitments made by key stakeholders to address the TB burden in the state.

    Key Advocacy Points:

    1. Unreleased Funds for TB Control:

    Despite budgetary allocations in previous years, crucial funds earmarked for TB control in Cross River state have not been released. Felix Ukam Ngwu emphasized the urgency of this issue, stating, “Our advocacy is to unlock what is already available in the budget. N10 million from the State Ministry of Health and N22.806 million from the State Primary Healthcare Development Agency. These funds have not been released. And over the years, they’ve been budgeting for TB. This advocacy is to ensure that money is released.”

    2. Support from the Tenth Cross River State House of Assembly:

    The advocacy visit to the Elvert Ayambem led-Cross River State House of Assembly on 6th August 2024, was met with a positive response. Hon. Hillary Ekpang Bissong, Chair of the House Committee on Health, expressed his commitment to prioritizing TB funding. He made a promise that if the budgeted funds for 2024 are released and additional funding is secured, he will use his office to push for increased allocations in the 2025 fiscal year. Jane Iwara, a CHEDRES team member, confirmed this commitment, noting that “the Office of House Committee on Health, represented by the chair of the committee, Hon. Hillary Ekpang Bissong, will give priority to TB. Bissong made a commitment that if the budgeted funding for 2024 for TB is released and we go to the Office of the Special Adviser on Budget Monitoring and Evaluation, and they are able to top it up, that he will use his office to increase for the 2025 fiscal year.”

    3. Policy Recommendations from CHEDRES:

    The policy brief presented to Hon. Bissong during the advocacy visit outlined several key recommendations:

    – Increase Allocation: To effectively combat TB, there is an urgent need to increase the budgetary allocation for TB activities. This increase would allow for the implementation of comprehensive prevention, diagnosis, treatment, and control strategies.

    – Enhanced Budget Transparency: The policy brief calls for greater transparency and accountability in the budgeting process to ensure that allocated funds are released and used as planned.

    – Strengthen Partnerships: Collaboration with international organizations, civil society, and private sector actors is crucial to leverage additional resources and enhance the effectiveness of TB control initiatives.

    Ngwu explained that the advocacy efforts led by CHEDRES, in collaboration with the Cross River State House of Assembly, represent a significant step toward addressing the TB crisis in the state. The commitment shown by Hon. Hillary Ekpang Bissong and the increased focus on healthcare funding under Governor Bassey Otu’s administration provide a hopeful outlook for the future of TB control in Cross River State.
