'Nobody can use SUBEB money outside what has been appropriated and approved and every project we do is jointly monitored by UBEC and we wrote to all the security and graft agencies because we know that some contractor may want to raise some spurious allegation'.

The above statements are attributable to Dr Stephen Odey, the Chair of Cross River State Universal Basic Education Board (SUBEB). He reportedly made this statement yesterday in the state to journalists in reaction to rumours of financial impropriety at the state office of SUBEB.

The state SUBEB boss further revealed that for three years before the commencement of the last administration, SUBEB in the state hadn't been able to access its grant from the Universal Basic Education Commission, UBEC. He went on to note that His Excellency the Governor of Cross River State, Sen. Prof. Ben Ayade, had to approve the release of the sum of N3.8 million for that sole purpose. In Odey's words, “When I came in, I discovered that Cross River State has not been able to access its grant from 2012-2015 from the Universal Basic Education Commission, UBEC. N3.8 million was approved by the governor for us to be able to access our grant and as I speak, we are ready to carry out projects'.

In a related attempt to quell insinuations that SUBEB grant can be pilfered, Odey opined that, 'Nobody has accessed this money as everything has been properly laid down in our action plan which contains the project to be initiated in the state and this covers from 2012 to 2015 and it is a legal documents that is biding as no kobo can be taken out without being monitored by the Abuja office'
