The Independent National Electoral Commission, INEC has denied selling one hundred thousand (100,000) Permanent Voters' Cards, PVCs to Senate John Owan-Enoh, Senator Representing Cross River State Central Senatorial District in the National Assembly NegroidHaven can report authoritatively.
Reports reaching our correspondent has it that Owan Enoh tried to strike a fraudulent deal with INEC, but failed.
A source in INEC that pleaded anonymity said, 'Sen. John Owan Enoh approached the Cross River State Resident Electoral Commissioner (REC) to provide him with 100,000 PVCs for an undisclosed huge sum of money, obviously to use them in the forthcoming elections where he intends to run as governor.'
According to the source, 'INEC initially decline but after serious persuasion, the REC agreed to give him Ten Thousand (10,000) PVCs.' 
Speaking with our correspondent, Friday on phone in Calabar, the Resident Electoral Commissioner, REC, Dr. Frankland Briyai denied the allegations, adding that, 'The story is untrue because PVCs are collected by their owners at INEC Local Government Area offices.' 
Dr. Briyai went ahead to say a Voter Card is only released for those who have physically registered and had their Temporary Cards confirmed. 
Narrating the procedures, the REC said, "Somebody goes to one of our registration office to register and the person gets the Temporary Voters' Card (TVC) – when the Permanent Voters' Card (PVC) comes, the person goes with that TVC to our office, picks up the PVC and drop the TVC.
'So, there's no way that is possible. Mobilising even five people to go and register for PVCs is it easy? People should confirm their information before reporting', he said. 
He also stated that PVCs are collected by the rightful owners alone. 'The PVC is collected by the owner. The person goes to my office and sign, the official in my office take a look at your TVC, look at your face, confirm your face also in the PVC, before giving you your PVC.'
On his part, Senator John Owan-Enoh who declined comments in a text message said, 'This is nonsense… I play clean and straight.'
