Sequel to the 24 May 2016 invitation by the Honourable Member representing Ogoja State Constituency at the Cross River State House of Assembly (CRSHA), Peter Odey, to a social commentator, Joseph Odok, in which the later was asked to come and get a copy of the Cross River State Appropriation Law 2016 which he claims is being hoarded by the government of Cross River State at the office of the former, Odok in a statement declined the invitation.

Rather, the social commentator in insisting that he won't honour the invitation posited that the CRSHA should the appropriation law public by publishing it. What follows are his exact words understood to be indicting of the honourable member:

'Peter Odinga so many flaws in your judgement. Is there a budget? You have not discharged the obligations of publication to make it public. This is your first flaw and it makes the legislators secretive and gives impression of hidden agenda.

I feel it is time to correct obvious ineptitude in the representation of your people by publishing the budget.

Secondly justifying the illegalities of passing a budget shows a participation in the fraud and illegalities that define the present government. That the Cross River State legislators are largely rubber stamped is the conclusion of many.

I never knew you were trained in a culture outside of Nigeria. If so it is greatly unfortunate. I understand the problem of development in Africa is that most of our leaders merely learn to recite studies of scholars without being innovative enough to apply knowledge to solving and perfecting the African society. I define your education as one of reciting the best works of authors without being innovative enough to apply your knowledge to make things better by your wealth of knowledge and interaction with developed democracies and society.

For visiting the Cross River State House of Assembly to demand for an appropriation bill that was passed since 31st October 2015, I will not do that. They most learn to do their job. I urge them to please stop falling my hand', Odok concluded.

What do you think of the position of Odok? Shouldn't the John Gaul Lebo led CRSHA make available the state appropriation law by publishing it? Must a citizen visit a law maker's office before he/she gets a copy of the public document?
